OFW returnees receive livelihood assistance

Olongapo City –Another batch of OFW returnees each received P10,000 livelihood assistance from the National Reintegration Center for OFW (NRCO).

The Olongapo City Public Employment Service Office (PESO), the Overseas Workers and Welfare Administration (OWWA) Region III office  and the Department of Labor and Employment (DOLE) turned over the cash grants to the five OFW returnees, namely: Ronald Alan Dayao, Erlinda Sioson, Caridad Guiang, Venus Andaya and George Movilla.

The turnover of the livelihood assistance was witnessed by Olongapo Mayor James “Bong” Gordon, Jr. and city government employees at the city government’s flag raising ceremony  last May 7, 2012.

 “Gamitin ninyo ang natanggap ninyong livelihood assistance upang mapaganda ang kinabukasan ng inyong pamilya, ” Mayor Gordon  told the beneficiaries, as he advised them to take advantage of the city’s free livelihood training programs.

It can be recalled that early this year, a batch of Olongapeno OFWs also received cash grants from the NRCO. NRCO promotes the delivery of responsive, productive and sustainable reintegration services to OFW returnees that will enable them to maximizee the gains of overseas employment mitigate the social costs of migration and cushion the impact of forced repatriation due to unexpected events.

Under Republic Act 10022 or “An Act Amending RA 8042 Otherwise Known as the Migrant Workers and Overseas Filipinos Act of 2005,” the NRCO is created in DOLE for returning Filipino migrants which shall provide a mechanism for their reintegration into the Philippine society, serve as a promotion house for their local employment, and tap their skills and potentials for national development.”

Meanwhile, Mayor Gordon also encouraged OFWs-turned-entrepreneurs to promote their business and products at the Gawang Gapo trade exhibit at the lobby of Olongapo City Hall.

It was Yuletide season, a good time for another family reunion in the Philippines.  We celebrated Christmas Eve at my brother Danny and his wife Cindy’s house.  Cindy’s sisters Annie and Bettina hosted Christmas lunch.  Our holiday meals were both delightful and generous.  It was time for some physical vacation activities.  Our destination – Coron in the province of Palawan. 

Coron is remote.  We took three modes of transportation to get there - by air, land and sea.  Our big family tour group flew from Manila to Busuanga Island just north of the island of Palawan, then rode two vans through hills and dirt roads, before taking two motor boats to reach our secluded vacation hideaway by the beach.  The skillful boatmen waded and pushed the two small crafts as we passed through shallow waters between mangroves. 
 
Art books often advice beginners to copy the works of the masters as a way to improve their painting skill. The reason is that one can't paint a good picture until one has seen a good picture. During their formative years, the masters themselves copied from their more advanced peers.

I actually witnessed this copying phenomenon in our visit to the Louvre some years ago. The sight of artists, both novices and professionals, busy with their palettes and brushes was as spectacular as the masterpieces they were trying to replicate.

Great as it may sound, this training methodology, however, is not always possible especially for those of us with no easy access to museums and galleries. But, such working procedure could be approximated using images from art books or other sources as substitutes. It's true, prints of paintings are seldom as excellent as their original, but, for learning purposes, they would do.
